It is designed to support families whose loved ones are deployed, preparing to deploy within the next six months or recently returned from deployment.”

Operation E.L.F. began in the wake of increased deployments following the events of September 11. According to the official state press release, the initiative was established in 2001 by M. - Adopt‑A‑Family: A specific segment of the programme where donors may “adopt” a military family that is suffering financial hardship as a direct result of deployment. The adopting person or business receives an anonymous family profile and a wish‑list, and the programme arranges for the gift delivery.
- Holiday party/event: A gathering—often held at the state armory in Hartford—where families of deployed service members can come together for crafts, food, music, children’s activities and a sense of community solidarity. For example, in the 20th‑anniversary event, nearly 200 family members attended.
Impact Over Time
Over more than two decades, Operation E.L.F. has evolved to meet growing need. The 2023 campaign marked its 22nd year. And the 2025 announcement celebrates the 24th annual drive. Throughout those years, the programme has supported thousands of military families across Connecticut, helping with unexpected financial emergencies, providing holiday support, and offering a reminder that “you are not alone” when your loved one is serving.

- In the 2022 campaign, the Foundation reported awarding over $47,000 in need‑based grants and $14,000 in scholarships to families.
